- Define the communications needs of regional organizations, federal and state agencies, and University of Hawaii programs that deal with the Pacific Islands.
- Document the experience of those agencies and organizations in establishing communications links using a range of technologies with programs and agencies in the Pacific Islands.
- Identify technologies currently being used or under consideration by regional organizations, federal and state agencies, and University of Hawaii programs for communication with the Pacific.
